Our Commentary: We believe this is a growing problem. This article points out that companies like Yahoo and Google try to write formulas and develop strategies to stop some of this, but as long as they [Yahoo, Google, and Others] continue to recycle pay to click ads on other web sites and scam artist see an opportunity and easy money they will quickly work around any defenses the search engine advertisers develop.
Take SPAM for example, despite companies spending millions of dollars to stop SPAM it simply continues to grow as a problem. The reason is simple, there is an economic incentive to develop new sophisticated software to work the SPAM around any defenses that are created. That will be the case for this as well.
The U.S. Government won't be able to really slow it down because many of these scammers work outside the U.S. and stopping them will partially depend on governments overseas cooperating, but if the country in question is a poor or under equipped they won't be able to really stop it either.
